What if I said, “You have a disease that killed 16,317 people in 1998”? You would be concerned, but if you knew the number one killer of Americans, heart disease, killed 725,790, you would be able to view 16,317 deaths with a proper perspective. 

What if I said, “There were sixteen (hereinafter referred to collectively as ‘The 16’) diseases killing hundreds of thousands more people every year in the U.S.A. than your disease”? You might say that being afflicted with number seventeen on the list of diseases and their mortality rates is not something to celebrate, but it’s better than being number one through sixteen. 

Furthermore, what if I told you that deaths from your disease dropped from 16,317 to 10,122, a 38 percent drop in one year from 1998 to 1999? You would probably be thrilled with the progress researchers have made with the drugs to fight your disease.

Within the U.S. Department of Health and Human Services is The National Institutes of Health (NIH), which controls the amount of money spent on research to combat diseases. What if I told you the NIH spent $2,400 for each person with your disease in research monies, whereas it spent $28 to $230 per patient on The 16. 

You might say, “Why the discrepancy? Why the unfairness? Let’s distribute the money fairly.”

The number of deaths reported by all states and DC in their most recent reporting year is 11,825.
