2011 funding request for HIV/AIDS = 27.8 Billion: $16.7
Billion for care, cash & housing assistance (HOPWA)
for HIV patients & only .9 percent for prevention.
Total HIV/AIDS Funding since day one: $$ 330+
Billion dollars through 2010--over 1/3rd of a trillion dollars.
($150B thru 2004 from
Henry J Kaiser Foundation and over $20+ Billion every year since
then + Congress voted another $50 billion for global HIV, TB &
Malaria + a significant portion of the $7.4 billion in the Stimulus
Bill for the NIH Institutes will go to HIV because it is being
distributed in pro-rata fashion based on the pervious year's funding
when, as usual, HIV received 10 percent of the NIH budget.)
The infection rate for AIDS throughout the entire world is
1 percent or less
except in two countries, Sub-Saharan Africa and the Caribbean. See page 8

President's 2011 Budget Request
Puts
HIV
Funding over 1/3rd of a Trillion
Dollars

In a stunning budget request (reported
by the Kaiser Family Foundation) that now puts USA
HIV/AIDS funding well over one-third of a Trillion (yes,
a T for Trillion) dollars, President Obama has
requested
an additional $27.2 billion for the benefit of HIV/AIDS
patients in 2011 as follows: $2.6 billion for direct
cash and housing payments to HIV/AIDS patients, $14.1
billion for their care and treatment, $6.7 billion for
global AIDS efforts, $2.9 billion for research and less
than $1 billion for the true solution for HIV infection,
prevention efforts. For full detail of $1/3rd+Trillion

HIV/AIDS deaths continue plummeting
...but... 50 states
report a total of
just over 10,000 deaths from
HIV/AIDS in the USA--tremendous success illustrated best
by the 99 percent decline in deaths of newly infected patients
in California from 10,000 in 1994 to 146 in 2009. So
then why is our government still spending greater than
$3,000 per patient on HIV research versus less than $200
for every other disease except breast cancer??
Transplant Surgeons follow FAIR in
protesting Arizona's denial of many transplants
In September, FAIR was the first national organization
to report nationally (including in our
newsletter) and strongly object to Arizona denying
transplants to
many of its citizens to save $4 million dollars
while
spending $2.7 billion on illegal immigrants
including
$694.8 million for their health care services,
$1.6 billion for education, $339.7 million in law
enforcement and court costs and $85.5 million in welfare
costs. We are thrilled to see the American Society of
Transplant Surgeons' recent
public objections as well as others that have
protested, including Transplant Recipients International
Organization and the National Viral Hepatitis
Roundtable.
Man Denied Life-Saving Transplant
Because of Cuts in Arizona’s Program
32-year-old
Francisco Felix was in the hospital, ready to receive a
liver that was donated to him but due to the denial of
transplant policy described above he could not afford
the transplant and the liver. His life is in serious
jeopardy now.

years ago we founded the FAIR Foundation Liver Disease &
Transplant Support Group with the assistance of
liver transplant recipient, Jack Burke. We have been
providing education, emotional support and
referral for transplant to patients locally in
Southern California and throughout the USA. Sadly, we
have lost many over the years—on average, 1 every 3
months—and this reinforces our resolve at the FAIR
Foundation to see
new organ-donor policies instituted to reverse the
organ-donor crisis in America by augmenting altruism
and providing more organs for those in need.

Focus Disease: Cystic Fibrosis (CF)
-
Cystic Fibrosis
(CF) is
a disease that mainly affects the respiratory system (airways and
the lungs) and the digestive system (stomach, intestines, colon
and other organs involved in the digestive process). CF causes
thicker-than-normal mucus that can lead to obstructions in the
respiratory and digestive systems. In the respiratory system, the
abnormal mucus obstructs airways and also creates conditions that
lead to repeated infections in the lungs. In the digestive system,
the mucus can obstruct ducts in organs involved in digestion. CF
can interfere with the liver, the pancreas as well as other organs
that are part of the digestive process. This makes it difficult
for persons with CF to effectively digest food and absorb
nutrients.

Cystic Fibrosis and occurrence: CF
occurs in approximately one of every 3,200 live Caucasian births
(in one of every 3,900 live births of all Americans). About 1,000
new cases of CF are diagnosed each year. More than 10 million
Americans are unknowing, symptomless carriers of the defective CF
gene. An individual must inherit two defective CF genes -- one
from each parent -- to have CF.

Cystic Fibrosis causes great suffering:
People with CF have a variety of symptoms including: fatigue and
exhaustion; very
salty-tasting skin; persistent coughing, at times with thick,
sticky mucus in the lungs;
wheezing or shortness of breath leading to extreme difficulty in
breathing; an excessive appetite but poor
weight gain.

Cystic Fibrosis treatment:
The treatment of CF depends upon the stage of the disease and the
organs involved. Clearing mucus from the lungs is an important
part of the daily CF treatment regimen. Chest physical therapy is
a form of airway clearance done by vigorous clapping on the back
and chest to dislodge the thick mucus from the lungs. Other types
of treatments include antibiotics to treat lung infections,
decongestants,
bronchodilators (drugs that open airways congested with mucus) and
anti-inflammatory drugs.
